Human rights situation in Poland deteriorates

One year after the highly controversial changes to the Polish abortion law making Poland one of the EU-countries with the most restrictive access to abortion care, the human rights and rule of law situation in Poland continues to deteriorate.

Two members of the parliamentary group Parliamentarians for 2030 Agenda, Séverine de Laveleye and Orry Van de Wauwer witnessed this when they participated in the European Parliamentary Forum on Sexual and Reproductive rights’ annual Conference in Warsaw, Poland on 21-22 October. At the end of a first day of panel discussions on SRHR in Poland and worldwide, the participants signed a statement of commitment with regard to Poland and the global state of SRHR.

LGBTI-persons extra vulnerable during COVID-19 pandemic

LGBTI-persons and particularly young people ran increased risks of verbal and physcial violence during the lockdowns, and many struggled with depressions and thoughts of suicide. Especially those who could not ‘out’ themselves at home endured very challenging times. Being disconnected from their peers pushed young LGBTI-persons even more into social isolation, says senator, member of the Parliamentary Assembly of the Council of Europe and chair of the ‘Parliamentarians for the 2030 Agenda’, Fourat Ben Chikha, at the Human rights conference held in Copenhagen during the World Pride late August. The impact of the measurements on the human rights of LGBTI-persons needs close monitoring, so he said, to allow the adoption of necessary (preventive) actions to guarantee their rights.

​Over 100 parliamentarians from all over the world had gathered in Copenhagen to discuss the contemporary challenges for LGBTI-persons. Also, MP Goedele Liekens and Flemish MP and senator Orry Van de Wauwer, both members of the ‘Parliamentarians for the 2030 Agenda’ were present. Former member and current Vice-Prime Minister Petra De Sutter represented the Belgian government at the World Pride.

The parliamentarians for the 2030 agenda and UNFPA Brussels co-hosted the Belgian launch of UNFPA’s 2021 State of the World Population report that carries the meaningful title ‘My Body is Own’/ ‘Mon Corps m’Appartient’. UNFPA presented its report that discusses what bodily autonomy is and how we can measure it. It poses the question how we can achieve bodily autonomy for everyone. ​

“Macho politics uses the emotional debate and media attention generated by sexual and reproductive rights issues to appear “strong”. It uses criminalisation to persuade voters that their real problems - of insecurity, inequality, poverty, powerlessness, anger - can be solved by attacking these groups rather than by a fundamental redistribution of political and economic power”, asserted IPPF General Director Alvaro Bermejo in an exchange with the members of the ‘Parliamentarians for the 2030 Agenda’, Belgium’s All-Party Parliamentary Group on sexual and reproductive health and rights.

Poland's disastrous anti-abortion policy

Days of protests followed the tightening of abortion laws in Poland on 27 January. This legislation prohibits women from terminating a pregnancy, even if their foetus has severe abnormalities. Doctors and caregivers who assist women and their partners to do so, now risk up to 3 years in prison.

​Law and Justice (PiS), the ruling party, previously tried to push through this tightening. Already in 2016 and 2018, it presented the law in parliament, but each time it met with huge popular protests. Thanks to the establishment of the Constitutional Court and the systematic replacement of moderate judges with conservative ones, the PiS was able to push through the stricter rules after all.

Which parties believe Belgium should advocate the rights of LGBT+ people worldwide? Which parties believe Belgium should continue its leading role in ‘She Decides‘, the global initiative on SRHR and gender equality? Which parties believe sexual and reproductive rights should be a priority within development cooperation policies?

​Sensoa analysed the attention for SRHR in the election programmes of the Belgian political parties in view of the 2019 Belgian federal and regional elections. This analysis showed that several political parties, from the right to the far left, think SRHR should remain a priority during the next government term.

In the run-up to the Belgian and European elections of 26 May, Sensoa, the Belgian member association of IPPF, çavaria, the Flemish LGBT+ umbrella organisation and the Flemish Women's Council developed a unique vote advice application.

LGBT Award for MP Piet De Bruyn

Member of Flemish parliament Piet De Bruyn received an award from LGBTI umbrella organisation Çavaria for his political work as rapporteur for the rights of LGBTI people in the Council of Europe. In this European political forum the MP presented the first extensive European report that defends and promotes the rights of intersex people. Piet De Bruyn is grateful for this award: "It is a privilege to work with the LGBTI community towards an inclusive society. In the coming years I will continue to work for all LGBTI people. The more I travel around Europe, the more I realise how important it is to continue to work for equality and freedom for every LGBTI."
​
The report on intersex people will be guiding for LGBTI activists across Europe as it embeds intersex rights within the international human rights framework. For many years, the Flemish Member of parliament has been an active member of the ‘Parliamentarians for the 2030 Agenda’, the Belgian All-Party Parliamentary Group advocating sexual and reproductive health and rights for which Sensoa functions as the secretariat.
